PRELUDE

 

According to 'Dublin Principles'  fresh water is finite and vulnerable resource  essential to sustain life, development and environment.  It is further  stated that  water should be recognised as an economic good. Hence the study of linkages  and dynamics of interaction involving water should be regarded as a means to an end, namely - an optimal, sustainable and equitable management of water resources.  It therefore follows that  biophysical and socio-economic aspects of water resources management need to be integrated right from the beginning.  This is achieved through a continuous dialogue between  researchers, stakeholders and financial institutions.

 

 

CHALLENGES

 

Climate Models throughout the world warn that there will be more recurrence of floods and droughts in the coming years due to climate change underlying the need for storage and timely distribution of quality water, while there is a growing concern for environmental soundness of large reservoirs. Moreover food security itself is under question in view of the burgeoning population growth in the developing countries.  Contrary to the belief, per capita land under irrigation is slowly declining world over due to land infertility, salinization, soil loss, urbanization and environmental degradation.  Perhaps the solution lies in better water and land management practices with proper economics for quality production of bio-mass for the sustainable development.

 

It is believed that by the beginning of the present century, an estimated 26 countries with a population of 300 million would have been facing water scarcity threatening their very economic, political and social stability.  Therefore it is natural to think about water conservation and recycling with quality consciousness.  In spite of  huge investments in drinking water and sanitation programmes,  more than  1.2 billion people in the world still lack access to clean drinking water while 2.9 billion lack access to sanitation facilities resulting in an annual death rate of 5 million persons - a problem to be addressed continuously. 

 

In view of the above, the governments throughout the globe are investing several  billions of dollars on water  management for drinking, industrial and agricultural needs apart from growing recreational and tourism purposes.  However there is a steady decline of  financial outlay towards the end of the 20th century  making operation and maintenance of existing schemes even more difficult.  In the developing countries too, governments are gradually withdrawing from this sector and handing it over  to the private sector and NGOs.  In spite of these changes  National and Regional governments are facing difficulties to coordinate  water and land management activities and to implement them at grass-root level.  The need of the hour is to take stock of the situation starting from Micro watershed to Mega Watershed with sound scientific and technological skills in Hydrology and land management. Against this background, the Centre for Water Resources of J.N.T.University is organising the international conference on Hydrology and Watershed Management’ with a focal theme on “ Water Quality and Conservation for Sustainable Development” during Dec. 18-20, 2002.

 

SCOPE OF  THE CONFERENCE

 

The conference primarily focuses on important issues related to water, land  and environment with a special reference to quality and conservation of water and soil by taking holistic view of rural and urban watersheds of reasonable  dimensions.  Yet it will not loose its global perspective since the entire globe can be considered as a single watershed.

·        To identify and evaluate the cost effective and innovative technologies in water and land management particularly suitable to developing countries in the context of   Sustainable development and growing environmental concerns.

·        To provide a platform to people from industry to exhibit their hardware and software products in the water and watershed management technologies.

CALL FOR PAPERS

 

Papers are invited showing recent  trends in the sub-themes with a focus on cost effective and innovative technologies that could be replicated in the developing countries.  Authors are requested to submit an abstract of their research work of  not more than 500 words for review.  The authors will be informed of the acceptance of the paper after review by the Scientific Programme Committee.  The final camera ready manuscript  must be submitted on the A4 size paper with single line spacing not exceeding 10 pages including tables and figures.  All submissions must be in electronic form and hard copy.  The proceedings of the conference will be published in a standard format.

Workshops on December 17th, 2002

 

Workshop-I : On "Ground Water Modelling", Workshop-II : On  "Irrigation Management" will be organized at the Conference Venue.  The Workshops I and II will be conducted in parallel sessions. The Workshop fee is  Rs.2000/- for each .

 

POST CONFERENCE  TECHNICAL TOURS

 

On  December 21st, 2002  :  Visit-1 to Nagarjunasagar Dam site and Visit-2 to ICRISAT and Kothapalli Watershed.  The visits are parallelly arranged based on the response from the participants.  The Cost of these tours will be charged separately.

On the evening of the  December 18th, 2002  Kuchipudi Dance recital  will be arranged.

 

CONFERENCE LOCATION - HYDERABAD

ABOUT HOST ORGANIZATION

 

Jawaharlal Nehru Technological University (JNTU) was established in 1972 by the Government of Andhra Pradesh, India with the primary objective of imparting high quality technical education and promoting applied research and consultancy.  JNTU is one of the premier organisations in the country offering technological education.  Apart from its three prestigious engineering colleges, more than 100 engineering colleges are affiliated to JNTU.  It also constitutes School of Information Technology and School of Management Studies apart from School of Planning and Architecture and College of Fine Arts.  In order to cater to the needs of manpower requirement in the emerging areas of technologies such as Water, Environment, Bio-technology, Remote Sensing, Transportation and Energy, an Institute of Post Graduate Studies and Research (IPGSR) was established in 1990.

 

The Centre for Water Resources (CWR) a constituent unit of IPGS&R, JNTU was established in 1984 by the University, is the first of its kind in the Deccan Plateau to cater to the dire needs of manpower development in the problematic and thrust area of water resources and their management.  Since then, the Centre has completed several prestigious research projects besides an number of in-service training courses, national conferences and consultancy programmes.  In addition, the Centre is offering multi-disciplinary Masters and Doctoral programmes in the field of Water Resources Technology and Management.

The Organizers  are not responsible for individual medical, travel or personal insurance.  Participants are strongly advised to take out their own insurance policies.  Furthermore the organizers cannot assume liability for changes in the programme due to external circumstances.

 

FINANCIAL ASSISTANCE

 

At present the organizers  are not in a position to offer any financial assistance  to the participants.  However attempts are being made to approach various agencies of international development for funding of the conference.
