Abstract: Engineers managing water storage and movement have to face the fact that all rivers meander. These responsibilities are more easily dealt with when there is understanding as to why rivers meander. This paper briefly reviews existing theories, indicates why a new theory is needed and introduces a possible new theory based on initiation of turbulence.
