Its
official! IAHR is now the International Association of Hydraulic
Engineering and Research after approval of the General
Members Assembly in Graz.
The change of name reflects the desire of IAHR to be more relevant
to hydraulic engineers and to encourage the transfer of research
results and innovative new developments into practice.
Not only has IAHR
changed it's name to IAHR (but incorporating Engineering!); but,
we have also changed our internet name from IAHR.NL to IAHR.ORG.
The new domain name more accurately reflects the international
NGO nature of our organisation and prepares us for the launch later
in the year of our new internet site which will provide a host to
our many sections and working groups. Our previous Web address and
e-mail addresses will remain valid for the immediate future. http://www.iahr.org
Another
milestone in the development of IAHR announced at Graz was the decision
to found a European Division of the Association. Unlike our other
Regional Divisions, IAHR ED will focus on a co-ordination and representative
role for Europe´s hydraulic engineers. A lively IAHR Consultative
Panel meeting during Graz attended by representatives of some 23
different European Countries gave a strong endorsement to the establishment
of the new Division. Dr Jean Jacques Peters, Belgium, a freelance
consultant and former Vice President of IAHR, has been nominated
as Chairman of an Ad Hoc Committee to launch the new Division. He
explained that by working with the European national hydrotechnical
associations IAHR will provide a voice for hydraulic engineers at
the European Union level, and in conjunction with other existing
networks will help to keep members informed of relevant developments.
Dr. Jean Cunge, France, recently retired head of research at Sogreah,
has agreed to act as Vice-Chairman of the European Division, and
Dr. Agustin Sanchez Arcilla, Spain, Vice President of the International
Centre for Coastal Resources Research (CIIRC), has agreed to join
the committee.

New
Journal of Water and Maritime Engineering
|
As part
of the effort to bridge the gap between research and practice an
agreement has been reached between IAHR and the British Institution
of Civil Engineers to relaunch the existing peer-reviewed Proceedings
of ICE as the Quarterly international Journal of Water and Maritime
Engineering to be jointly published by IAHR and ICE. It is hoped
that the first issue will be available to Members in March next
year. The Journal will complement the existing Journal of Hydraulic
Research by publishing papers of a more practical interest to engineers.

New
Monographs and Manuals
|
As part
of efforts to bring new developments and research results to the
wider attention of engineers, a Co-ordination Committee on New Monographs
and Manuals is being set up under the Chairmanship of Don Felipe
Martinez, Former Director General of CEDEX in Spain. IAHR Council
launched the committee to identify through consultation with practising
engineers topics of concern where new Guidelines, Manuals, etc.
are most needed. This information will help the Technical Sections
in planning their activities.

Following
initial discussions between ASCE and IAHR during the 1997 biennial
congress in San Francisco, a Memorandum of Understanding was signed
between the two organisations for closer collaboration in areas
of mutual interest. Topics for collaboration include closer liaison
between Journal of Hydraulic Research and the ASCE Journal of Hydraulic
Engineering, exchange of members between technical committees
with Instrumentation chosen as an example.
In an important
development IAHR has just launched a new internet discussion group
on rivers called "Rivers List". The list which has already
over one thousand subscribers is open to anyone interested in scientific,
technical, environmental or even legislative aspects of river management
with the aim of sharing information on new approaches, experiences,
issues, problems, job vacancies, up-coming events, etc...
The list
is moderated by Dr Alain Petitjean, new Chairman of our Fluvial
Hydraulics Section, and is open to anyone interested in rivers.

Anke Cotteleer,
student, requires help on "problem moonpool"
The problem is
about water flow past the lower side of an opening, when the upper
side of the opening is a free water surface. With certain dimensions
of the opening and for a certain flow velocity, the free water surface
starts to oscillate vertically. I suppose this is due to instability-induced
excitation and it is fluid-resonant. The only literature I have
found about this is about noise, not about an oscillating water
surface.
A moonpool is a
large walled hole (most of the time square or rectangular) in the
hull of a ship through which equipment can be lowered into the sea.
My final thesis is about the water motions in this moonpool and
the increase in ship resistance because of this moonpool when the
ship is sailing with constant velocity in calm water. The theory
behind this problem can be seen as described above
