As part of the problem for regime theory the problem needs to be expanded to include the importance of the watershed on the character of the river and relation between the state of the watershed and the state of the river and on the relation between the sediment transport and the hydraulic characteristics of the river. In some rivers and at some times the transport will be high because the watershed has recently delivered large quantities of sediment to the river and at other times the transport will be low because watershed has not delivered sediment to the river for some time. I suggest expanding the regime theory problem to include the link between the river and its watershed. Relative to the comments of Klaus Jorde. I would replace either of questions 1, 3 or 9 with the question: Develop an approach that quantifies the link between the hydraulics and channel morphology of a river and the ecology of the river. The problem identified by Klaus is relevant to the list. Bob Milhous
