A transboundary flood management plan for the chiersí»s basin
The Chiers River takes its source in Luxembourg, then flows across Belgium and France along about 100 km until the
confluence with the Meuse River. In order to mitigate the flood risks in the downstream basin in Belgium and France, a
management plan has been projected on the whole watershed. After a study of the opportunities of many implantations
sites, 6 of them have been retained to receive dams. These dams enable to retain the flow on the upstream part of the
watershed on the two main tributaries of the Chiers River: the Messancy and the Vire. The management plan includes
the building of 5 new dams on the Messancy watershed and 1 new dam on the Vire one to encourage the flooding of the
fields, the enlargement of an existing reservoir along the Vire, and local protective measures in the town of Saint-Mard.
This paper presents the collaborative development that led to this transboundary management plan including the
administrative, the technic and the executive aspects of the project.
