Considering that the demand of water security is variable and variety in the short term optimal dispatching model, and the difficulty in quantitative description coordinate water security requirements and economic benefits, this paper established a short term optimal dispatching by embedding water security adjustment factor S and the electricity generation factor E in impoundment period.
