Comparing flexibility and robustness for flood defence development planning

ABSTRACT
Design and development of multifunctional flood defences, under uncertainty and change, requires solutions that can
adapt to changing circumstances. Flexibility and robustness are among the adaptation approaches that have been
operationalized for addressing uncertainty and change in design and development of flood defences. However, there is
hardly any study that uses and contrasts both of the concepts in the same case study. This is the aims of this paper to
compare the economic performance of a flexible multifunctional flood defence versus the robust design of it. The paper
claims that the flexible design can be more advantages and less costly comparing to the robust design, though further
research is required to determine the various conditions under which a flexible design may outperform a robust design.
