Regional Floodwater Utilization Competitiveness and Evaluation Model

The connotation on regional floodwater utilization competitiveness is analyzed according to nature of floodwater forming and characteristic of floodwater utilization techniques. The criteria such as sustainableness, systematization, safety, effectiveness and equity are emphasized, and the related evaluating index-system are proposed, for evaluating regional floodwater utilization competitiveness. Based on the efficiency coefficient method, the competitiveness evaluation model is set up, and an improved efficiency coefficient method is employed in which efficiency coefficient function is defined as non-linear normal membership function. The proposed model is applied to evaluate competitiveness of floodwater utilization in a sub-basin, Haihe River Basin. The case study indicates that there are higher competitiveness of floodwater utilization in plain sub-regions, but there are lower competitiveness in mountainous sub-regions.
