IAHR, founded in 1935, is a worldwide independent member-based organisation of engineers and water specialists working in fields related to the hydro-environmental sciences and their practical application. Activities range from river and maritime hydraulics to water resources development and eco-hydraulics, through to ice engineering, hydroinformatics, and hydraulic machinery.

Ecological civilization is a development model of rational choice for advancing new industrialization, urbanization and agricultural modernization in China, while county region is an important space of ecological civilization development. Space identification of county urbanization is the core issue to be firstly solved and faced for promoting China?s ecological civilization development. Based on this understanding, taking Jinzhai County as an example, this paper puts forward the county urbanization space identification analysis method under baseline, satisfactory and ideal ecological security patterns, respectively, and explicit the choice of directions for ecological security patterns under the different development goals and the classification of corresponding optimal area, restricted area and suitable area.
