Position: Research Specialists, Water-related Disaster Research Group

Employment period: 

Starting as soon as possible after 1st February 2015 until 31st January 2018

    (The contract is subject to renewal every fiscal year, and may be extended beyond the initial employment period, depending on research/education projects.)

Employment conditions:

Salary:                      Salaries will be provided within the following range, depending on work experience and other considerations (as of April 2014).

JPY 13,500 to 20,290 per day

(When permanent staff salaries are revised, the salaries of research specialists may also be subject to revision accordingly.)

Hours:                    8:30 to 17:15 including the lunch hour from 12:00 to 13:00

                                (The flex time arrangement is also available.)

Holidays:                Saturdays, Sundays, national holidays, and New Year holidays (29 December to 3 January)

Leave:                   1) Annual paid leave: 10 days per year

(Up to 3 days for the initial 3 months of the employment and up to 5 days for the initial 6 months.)

                        2) Special paid leave: funerals and other similar cases

                        3) Unpaid leave: sickness and other similar cases

Allowance:           overtime work, holiday work, bonuses (June, December), commuting, housing subsidy, etc.

Insurance:             health care, pension, unemployment, work-related injury

Position description: 

ICHARM aims to prevent or reduce water-related disasters worldwide by studying disaster management and providing assistance in local activities through pilot projects so that localities will learn to develop appropriate disaster management strategies based on their needs and conditions.

 To implement measures for water-related disasters that are efficient and effective particularly in developing countries, where such measures tend to be given low priority, it is extremely important to develop water-related disaster risk indicators that will help people understand the condition of current disaster management, the scale of damage or the effectiveness of disaster management measures. Such indicators should be able to quantify the impact of hazards, such as floods and droughts, on humans, agriculture and assets in general, and to provide a good basis for the assessment of changes in the extent of impact and the frequency of occurrence under various conditions including prospective climate changes.

 ICHARM has been working on the development of disaster risk indicators that are applicable to scarcely-gauged developing countries and operable by the use of globally available data. These indicators should eventually be applicable to areas around the world and help compare the conditions between different areas so that all disaster managers can take necessary action towards shared goals to reduce water-related disaster damage.

 In addition, since 2012, ICHARM has been involved in the Program for Risk Information on Climate Change, or the SOUSEI project, led by the Ministry of Education, Culture, Sports, Science and Technology. In this project, too, we have been improving disaster risk assessment models and indicators to evaluate the socio-economic impact of water-related disaster risk on five specific Asian river basins that are vulnerable to and predicted to suffer from water-related disasters (floods and droughts). We are planning to develop indicators with wider applicability.

Based on these considerations, the research specialist will be expected to have the following responsibilities:

l  Collect and sort out information on disaster risk indicators that have already been developed around the world and disaster data related to them (mainly, data on damage to humans, agriculture and assets in general), and also collect and sort out information on activities related to disaster risk indicators such as expert meetings.

l  Study the characteristics of target river basins (e.g., weather, hydrology, topography, social conditions, history, past disaster records), identify globally universal factors to develop disaster risk indicators that can quantify the impact of disaster risk on humans, agriculture, houses, assets and other selected items.

l  Validate the applicability of developed disaster risk indicators to areas around the world, especially, to five Asian river basins (Indus, Chao Phraya, Mekong, Solo and Pampanga) to assess the socio-economic impact of water-related disaster risk.

l  Provide assistance in planning and operation of international conferences on disaster risk indicators that will be hosted by ICHARM or co-hosted by ICHARM and other entities.

l  Provide supervision for participants in training and seminars organized by ICHARM.


1) Master’s or higher academic degree in flood/water resources management or related areas of disaster management

2) Work or research experience in flood/water resources management or related areas of disaster management

3) At least one research paper in English (preferably peer reviewed paper(s)) on flood/water resources management or related areas of disaster management

4) High level of English ability for conversation, reading and writing
