Frameworks for Adapting to Flood Risk: Experiences from the Eu's Flood Resilient City Project

Abstract: There are a wide range of frameworks available that may be used to guide responders as to the best way to manage flood risk in terms of preventing, coping with and recovering from flooding. In addition to the well planned Scottish Government’s‘4As’, the Floods Directive defines‘3Ps an E and an R’and there are other more locally specific examples of alternatives such as the Loire Basin‘3Ps’, which differ from the Directive and the‘4 capacities’proposed in the Netherlands. The Flood Resilien City (FRC) project includes case studies from 8 cities across the North West Europe (NEW) region of the EU each of which are using particular local frameworks for adaptive flood risk management. These disparate frameworks have been aligned with the Scottish 4As in the FRC project and the paper reviews this alignment, together with the use of frameworks in the delivery of sustainable flood risk management. There is a need to consider the 4As at different administrative and catchment scales: national; regional and local and to ensure political engagement at all levels. It is concluded that irrespective of the framework, and some frameworks are not very comprehensive; these need to include awareness, alleviation, avoidance and assistance as part of an adaptive management approach to deliver adequate resilience to cope with future uncertainties. Also, the FRC project indicates that there are some basic themes which can be effectively addressed by adopting common which cities can apply in implementing the Floods Directive These common themes are illustrated using information gathered from the FRC project partners.
