Technical and Ecological Overall Concepts for the Reactivation, Modernization and Relicensing of Hydropower Plants

Abstract: The utilization of hydropower inevitably interferes with nature, as do any other technical facilities and all human activities in general. While there are global considerations in favour of hydropower plants, e. g., cutting CO2 emissions, one often encounters strong opposition locally for ecological reasons. During the preliminary work for a modernization, rehabilitation or construction project it is therefore crucial to investigate, within the framework of technical/ecological overall concepts, how the implementation can be facilitated by optimum equipment, civil engineering measures and an optimized operating method, together with ecological measures, including instream flow regulation. This has often been handled inadequately in the past, particularly in the case of small hydropower plants, causing delays in approval procedures and technical problems during operation. In the following, concrete examples are used to illustrate some of these aspects in greater detail.
