Abstract: Most countries in the world have significant investments inurban water infrastructures (e.g., storm drainage and floodmanagement systems). Every day, people rely on these systemsto protect lives, property, and natural water environment. Theseinfrastructures have reduced the vulnerability of the cities, butat the same time could make them more vulnerable to climateextremes, due to the lack of consideration of what might occurwhen the design criteria are exceeded.
