Multi-Factor Study on the Partition of the Water Shortage Regions and Water Supply Security Countermeasures

Abstract: Traditional study on the partition of the water shortage regions in the Huaihe River Basin is mostly based on water resources regionalization, which has limitations that it mainly considers the division of the natural conditions, but doesn’t take into account the social-economic development layout etc. After integrating a variety of factors, such as the conditions of water resources and social-economic development layout, this paper puts forward the partition of the water shortage regions in the Huaihe River Basin and water supply security countermeasures. Based on the analysis of the social-economic status and the conditions of water resources, the Huaihe River Basin is divided into four types of regions: relatively water abundant region, water shortage region, water scarce region, and pseudo water shortage region, according to the difference in the regional water resources shortage situations etc. The study was carried out on the water supply situations in different types of regions under different scenarios including extensive development, intensive development, the implementation and non-implementation of the major water resources allocation projects, using the Huaihe River Basin Water Resources Allocation Model. Corresponding water supply security countermeasures, which can be used as reference for future ways and direction of watershed or regional water resources development and utilization were also proposed for different types of regions
