Abstract: Fenhe plain drains the center of Shanxi province that is the major grain-producing area, and is also the national energy resource and heavy chemical industry base, therefore, drought in Fenhe plain is closely related to national food and energy security. The evolution and countermeasures of drought situation in Fenhe plain is an important part of the national response to climate change. Hydrological and meteorological data of Fenhe River Basin are adopted in this paper, using the copula function to establish the joint distribution of drought duration and drought intensity to analyze the temporal evolution of drought situation in Fenhe plain. The results showed that the precipitation in Fenhe River basin has a continuous dry trend, combined with increased intensity of exploitation and utilization of the surface water and groundwater caused by human activities, the runoff is greatly reduced since 1980a, compared with the 1971-1980a, the volume of annual runoff of in recent 10 years is reduced by 3. 17× 108m³, hydrological drought situation is grim.
