Abstract: Nowadays, the world is suffering from unpredictable natural disasters such as typhoons and heavy rains due to the climate change and global warming. The United States suffered a great life and property damage by Hurricane Katrina in 2005. Furthermore, by the tsunami that occurred in the northeast region, Japan suffered from so huge damage which takes decades to recover, such as the Fukushima nuclear power plant flooded. Korea also suffered extensive damage by typhoon RUSA and MAEMI in 2002 and 2003, which result in a large number of flood victims. In this study, we expect that it is necessary to secure the safety of the levee due to the changes in water level between downstream and upstream of the weir and in the structure of existing levee caused by enforcement of four major river refurbishment project. In order to ensure the safety of the levee, it tried to provide the basic concepts of management system through levee’s leakage real-time monitoring. In addition, in order to develop a safety management plan of the levee, the mechanism of leakage river levee is investigated. Moreover, the sensors are installed on the levee which has the risk of collapse, thereby through the basic strategy, this study tries to contribute to the development of technology in this field in order to construct an integrated system between a field measurement sensor for levee monitoring and a levee DB and a stability management system.
