Environmental Flow in Eco-Compatible River Basin Management

Abstract: Environmental flow is a typical topic in which we need to pay comprehensive aspects to wide spectrum of water, for instance, water for human beings, water for ecosystems and water for natural system itself. Typical scientific techniques and economic analyses which are usable in a decision support system of environmental flow are reviewed following a brief historical consideration on key issues in river basin management through experiences in a modern period of Japan. In the latter part of the paper substantial points of a guideline issued by the Ministry of Land, Infrastructure, Transport and Tourism of Japan are explained and current treatment of environmental flow in engineering design is reviewed. Examples of real implementation of environmental flow are studied through actual river improvement plans in Hokuriku Region in Japan and a critical review is summarized.
