Applications of Non-Structural Measures and Self-Protection Against Flood in Urban Areas in Taiwan and in France

Abstract: Extreme precipitation events can cause serious damage to property and fatality, especially in urban areas. Flooding may be inevitable in extreme weather condition, and conventional structural measures may not be sufficient to eliminate flood risk. Accordingly, non-structural measures and self-protection are essential to disaster management, enhancing community resilience to flood. This paper describes several applications of non-structural measures and self-protection in urban areas to urban flooding in France and in Taiwan. The actions of the applications during historical events are chronicled, from preparedness to response, and the pros and cons of the actions are analysed and summarised in the study. The study indicates the effectiveness and the importance of the non-structural measures and self-protection, and problems within the applications.
