Abstract: Recently, not only structural measures such as embankments but also software measures are required for various water disasters. Though the hazard map, where the flood forecast chart and the shelter route are recorded, has been used as software measures, the analysis of overland flood flow on urban area is troublesome and costs too much. The aim of this study is to develop a system to make some data for analysis and to show the calculated damage situation by GIS (Geographic Information System). In this study, grid information (to distinguish, river, sea, land etc.) and the ground level needed for analysis are easily got by GIS. The information of building and population is also taken into the system. As the results of analysis, depth of overland flood flow, the number of houses, residents and underground space in flood situation and damage situation are shown on GIS map.
