Safety Assessment of Evacuation from Cars in Flood

Abstract: Many Japanese cities on alluvial planes are prone to flood disaster every year. Several heavy rainfalls attacked those cities and caused inundations in recent years. As the magnitude of these rainfalls were over the design criteria for drainage system, flooded water covered many roads and many cars stopped under water at that time. If the water depth would become deeper, evacuation from cars in flood would become more difficult. The objectives of this study is to assess the safety of evacuation from cars under flooded water. To investigate the difficulty of evacuation from cars in flood, evacuation tests were conducted by using a real size model of submerged car. From the results, it is found that 0.7m is the limit of safe evacuation through the front door and 0.8m is the limit through the rear door. Using the results, safety assessment of evacuation from submerged car in flooded roads was also conducted by 2D flood simulation method.
