Abstract: According to the development plan of the Saaremaa County, which also includes the plans for intensive development of tourism in a very attractive area with National Parks, an establishment of a harbor is proposed. Estonian Ministry of Environment elaborated a complex plan to study three sites in the north-western part of the island for a deep harbor location. The complexity of the problem of the best site selection includes different questions from the environmental impact assessment until the sediment transport around the new marine structures. Three harbor location alternatives around Tagamoisa Peninsula were chosen Undva in the Uudepanga Bay, Suuriku-Kuriku at the entrance to Tagalaht Bay and Vaigurand in central part of Tagalaht. The paper describes the numerical investigations of the wave climate around Saaremaa and in particular around the proposed harbor sites. MIKE 21 NSW calculations show also critical points from the point of view navigation around the peninsula. MIKE 21 BW calculations revealed that although the Suuriku – Kuriku site is the least protected by natural land protections, with proper quay design, it suites best for the future harbor.
