Abstract: The specific project (SP-I) “evaluation of Teaching Resources” in a European context is part of the European Thematic Network of Education and Training ETNET21 ENVIRONMENT- WATER’(VAN DER BEKEN, 2000), sponsored by the SOCRATES Programme of the European Commission (EC). Besides SP-I, four other specific projects ( SP-II Distance Learning Opportunities, SP-III Virtual Laboratories, SP-IV European Platform for Doctoral Students and Young Scientist, sp-y Quality Assessment, Dissemination and Sustainability) are part of ETNET21. The outcome of SP-I is an important support mechanism of the role of universities in a changing and highly competitive education market. In this context there is a need to strengthen the role of universities as education and human capacity building institutions. On the one hand, there is a market force to train graduates for only specific industrial demands. Scientific values are not ranked as highly as they have been in the past On the other hand, university education s based, by definition, on research hence the strength is and should be the training of creative, flexible and innovative graduates, and to lead students to a strong problem solving capacity. In combination with soft skills, user demands on education could be fulfilled. The goal is to balance research oriented training, education and user demands in an optimal way. Adequate training facilities are playing a mayor part in this process (Figure 1).
