Abstract: Rapid growth is occurring along the coast and inland rivers in the United States. This trend, combined with impacts to watersheds from past flood control and navigation projects, has resulted in increased flood damages. Traditional flood control measures are often not appropriate for urbanized areas due to their associated subsurface development and other environmental, economic, social, and political constraints. Flood damage reduction, rather than flood protection, is a more realistic goal for urbanized areas. The development of innovative methods is required to provide effective flood damage reduction in urbanized areas. The US Army Corps of Engineers' Engineer Research and Development Center (ERDC) has developed a research program that addresses innovative planning, design, operation and maintenance, construction, and emergency response methods to provide flood damage reduction for current and projected growth in urbanized inland and coastal areas. This paper describes the new research program, called Technologies and Operational Innovations for Urbanized Watershed Networks (TOWNS).
