Performance Indicators for Good Scheme Management of Flood Control, Drainage and Irrigation Systems in Small-Scale Areas

Abstract: In this paper, derivation of performance indicators for evaluating a small-scale Flood Control, Drainage and Irrigation (FCDI) systems in Bangladesh is described. The management aspects of two small-scale scheme areas were investigated to derive these indicators. In order to reach the objective, several analyses techniques were employed. These techniques include: (i) multi actor analysis, (ii) causal relation analysis (iii) multi criteria analysis and (iv) sensitivity analysis. The objectives of different stakeholders in the scheme area were identified and were used to find out the relationships between six general aspects: Organisation; Technology; Finance; Environment; Legislation and Communication. A list of criteria was derived using the objectives, relationships and available information. These criteria were assessed on impact, availability and comparability resulting in seven most important criteria for the evaluation of performance of a FCDI-system. These criteria are: (i) Flood risk (ii) Living Standards (ii) Rate of participation (iv) Income (v) Product yields (vi) Rate of Control and (vii) Number of contact moments/Interaction. The quantitative definition of these criteria is also presented. The indicators may be very useful in decision-making and for the design of future schemes. But it can be mentioned that the performance indicators presented herein should be chosen with great care after a thorough analysis concerning all multitude aspects.
