Abstract: State level management of water resources must deal with the environmental monitoring and modeling of the processes in the hydrosphere. To deal with these problems the Geolink software was designed. As all the problems under consideration are tightly bound to geographic location, the authors found it essential to supply the system with common GIS features such as geographic data input, management, storing and editing; thus, the system closely approaches an all-function instrumental GIS.
