French Paper Dam Spillway Improvements

Abstract: French Paper Company constructed a Hydroelectric Power Project consisting of a 1.3 Mw powerhouse, headrace canal, earth embankment, and wooden timber crib spillway in the St. Joseph river in Niles, Michigan in 1887. The project supplies electric power for operation of the paper plant on the left side of the river. A major repair was made to the wooden timber crib spillway in 1914 after a flood washed out a large portion of the wooden structure. A new concrete ogee shaped structure was placed over the timber crib structure after removal of the wood overflow and wood surfacing. This paper describes the design of the original structure, performance of the improved concrete overflow structure and the design and construction of improvements made in 1995 and 1996 to improve hydraulic operation of the structure.
