Abstract: A time-dependent, laterally averaged, two-dimensional hydrodynamic and water quality model, HEM-2D, was applied to the tidal reach of the Keelung River in northern Taiwan to model the distribution of DO, CBOD, and nitrogen series (organic nitrogen, NO_3-N, and NH_3-N). After calibration and verification, the model was used to investigate the influence of a channel regulation project on the water quality conditions. The model was also used to predict future water quality conditions as the result of the Tanshui River clean-up project which is being implemented. Furthermore, considering the uncertainty of model parameters and other input data, risk analysis techniques, mean value first-order second moment method and Monte Carlo simulation, were employed to calculate the probability that DO, CBOD, and NH_3-N concentrations will exceed river water quality standards.
