Abstract: The characteristic property of turbulence is the chaotic fluctuations of velocity in given point. The fluctuations of all the three components of velocity can not be denoted random processes in the strikt sense. But we can state with assurance that turbulent movement is an undeterministic process and it ought to be considered by application of statistic approach [6]. For wide class of flat rivers the ratio of depth h to width B much less than 1. It allows one to assume the flow in river to be two-dimensional when the processes near banks are of no concern. The proposed model was formed for plane flow.
