Abstract: In many island states of the Pacific region, the coastal zone is subject to increasing demands to support rapidly growing populations. As the business and residence districts are extremely limited, the pressure to accommodate urban growth and expanded economic activities inevitably results in the construction of shops, hotels, houses and infrastructure in areas close to the shoreline which is highly vulnerable by cyclones and storm surge. Typical coastal area in the Pacific islands has a shallow coral reef extending between the shoreline and the deeper water.
