Abstract: The Goubiela River, a tributary of the Heilongjiang River, flows through a severe cold region in Heilongjiang Province, the northernmost province of China. The Xigou Reservoir built on the Goubiela River was completed in October of 1991. Significant changes in flow and ice conditions on the downstream due to operation of the power plant have occurred and caused serious ice floods. This paper introduces briefly the ice conditions since the reservoir has been impounded. The operation scheme in winter to reduce ice floods is also discussed, which can be a reference for the design and operation of hydro power plants located in cold regions.
