Abstract: Observations show that in conditions of winter water-transfer in steep gradient canals the relative growth and decline between border ice and lead relate to the fluctuation of flow surface. Theoretical analyses prove that the flow surface fluctuations are increasing with the increase of Froude numbers. Experiments in flume show that the water surface fluctuation is weak when Fr<=0.4. Frc=OA is suggested to be the criteria of the design of winter watertransfer channels.
