Abstract: INSROP Sub-programmes I and II have created a joint project to develop an information system based on GIS technology. The purpose of the information system is to serve as a tool for storage, retrieval and analySiS of information from the two sub-programmes. The development of the system includes three phases. The first phase specifies tile system specifications for the information system. These specifications address a broad range of topics, such as, database contents, a metaduta standard, information products, analysis tools, database infrastructure, and a choice of technology. This initial phase also includes design considerations for the system modules, including the functional structure of the information system, the database infrastructure and data flow. The second phase includes the system development, testing, and preparation of system documentation, while the third phase will prepare a plan for system training. This paper discusses the components of the information system with an emphasis on characterising spatial informatjon and establishing a methodology for creating a geographic database.
