Assessment of Ice Boom Technology for Application to the Upper Niagara River

Abstract: This paper describes an assessment of the performance of and potential improvements to an ice boom that the New York Power Authority (NYPA) and Ontario Hydro (OH) which is installed at the entrance to the upper Niagara River. The Lake Erie - Niagara River ice boom (LENRIB) is installed every year prior to ice formation on Lake Erie and is removed after most ice on the lake has dissipated. The purpose of the LENRIB is to help promote the formation of a stable ice cover on Lake Erie. A stable ice cover on Lake Erie significantly reduces the volume of ice that can enter the upper Niagara River and ultimately the potential for ice jamming in the Grass Island Pool and Tonawanda Channel (Crissman et aI., 1994). The primary objectives of this study (Abdelnour et aI, 1993) are: (a) to evaluate the performance of the LENRIB and (b) to identify and evaluate modifications and improvements of the LENRIB that could further reduce the volume of ice that enters the upper Niagara River, particularly in the early ice season.
