Comparative Economic Efficiency of Icebreakers of Different Models and Capacities: Methodology of Evaluation

Abstract: In the last decades in this country there has emerged a distinct tendency for increasing icebreaker capacity, which inevitably leads to a substantial rise in the cost of not only the icebreaker but also freighter fleet. As is shown by analysis, along with the objective factors caused by a more intensive freight traffic and more complex conditions of arctic navigation, the above-said tendency has a subjective parameter. It consists in the specifics of the existing economic mechanism based on the principle "the higher cost - the better”. In this connection, substantiation of the mix and number of vessels in the icebreaker fleet from a national economic point of view has acquired urgency. The traditional formal procedure required for icebreaker fleet replenishment includes four subsequent stages. The paper deals with only one of those stages - evaluation of comparative economic efficiency of alternative prospective icebreaker models. With due account of the icebreaker navigation specifics, methodological principles are suggested to be used as a guidance in the presentation of the icebreaker models. It is shown that the total comparative economic effect, of an icebreaker model in a given period and on a given freighting line is determined by the annual present value with respect to the iceoreaker and the vessels convoyed. Besides, it is dependent on the effects of the use of the icebreaker and freighters on other transport lines made by the gain of time by a more powerful model. Concrete formulas to evaluate the above-said effects are suggested. The central feature of the approach consists in estimating the correlation of the additional cost of the icebreaker's better navigability and gain from the freighters' additional capacity.
