Influence on Ice Conditions of Variations in Winter Discharge from Power Plants

Abstract: The paper presents some observations on the effect of ice conditions in rivers caused by water power schemes. In Norway almost all electricity is produced by water power. Water power development has however various environmental aspects including that of causing ice problems in rivers downstream such plants. Factors of importance are in this connection the physiography of the river, meteorological conditions, water temperature, and water discharge. The paper briefly describes some results of investigations on this for two different plant schemes in Norway. The object of these special investigations was to study the effect of changes in water discharge from the power stations on ice problems downstream. The power plants involved were the Vinstra power plant in southern Norway and the Alta power plant in the northern of Norway. The overall object of the investigations was to establish the future operating scheme for two plants, with the aim of obtaining an optimum balance between nature given restrictions as regards ice problems, and the wish of operators to achieve the best economy of their production. In the years to come concessions will expire for a large number of Norwegian power plants. In connection with renewing the influence on the ice conditions may be a major point. For this reason closer investigations of the influence on the ice conditions may ved useful.
