Abstract: In ice-covered stream channels, multiple roughnesses of both the cover and stream bed often occur. This paper describes a method of computing the discharge of rivers with floating covers where the roughness of the cover underside and stream bed vary over the cross-section. The stream cross-section is divided into vertical panels dictated by the nature of the distribution of the roughness. The velocity and shear distribution are determined and used in conjunction with a coefficient equation relating the panel parameters to the entire cross-sectional quantities. By this method of hydraulic computation, it is not necessary to have recourse to the use of the main channel slope as the common energy gradient and it also provides better results.
