Abstract: At the IAHR Symposium on Ice Problems in 1975, Hanlev suggested that frazil might be produced by a mechanism as unusual as spinodal decomposition, a mechanism influenced in some way by turbulence. Considerations following up this idea are discussed under the following topics: (1) the possibility of a critical point between the solid and liquid states, (2) the energy barrier to frazil formation, (3) the effect of turbulence on the energy barrier, (4) the effect of turbulence on latent heat dissipation, and (5) the possibility of heterogeneous nucleation of frazil. Although the study points out avenues of investigation which may be fruitful as we understand water and ice more completely, the conclusion is that frazil is formed by one or more of the mechanisms proposed by Osterkamp and by Michel.
