Strategic Management of Flood Risk in New South Wales, Australia

Abstract: This paper describes a strategic approach to managing flood risk to communities that enables consideration of the full range of flooding in decisions in the latest revision of the New South Wales (NSW) Flood Risk Management Manual (DPE 2022a) The strategic management of flood risk for communities outlined in McLuckie et al 2018 involves the understanding and consideration of the full range of flood behaviour and associated risks in prevention, preparation, response, and recovery activities. These activities aim to make the community as resilient as practicable to floods using scarce community resources efficiently and effectively. Management of flood risk grows in importance with the scale and frequency of the impacts that floods have on communities and the effort needed in managing, responding and recovering from floods. These can all vary considerably with location and can alter over time due to climate change and decisions about whether, where and how to develop land, and whether and how to mitigate flood impacts.
