Abstract: The purpose of this study is to assess the impacts derived from the application of EU-wide water efficiency targets at river basin scale. Specifically, it aims to determine their potential in achieving the objectives outlined in the Water Framework Directive (WFD) and addressing issues related to water scarcity and resilience to the impacts of climate change. The EU Blueprint for Water suggests the development of basin-specific efficiency targets by river basin authorities, emphasizing the importance of considering the broader impacts of individual measures at the river basin level in addition to sector-specific targets. The analysis leads to the conclusion that the impact of basin efficiency targets on reducing basin-wide water consumption is uncertain. Water managers can benefit from concentrating their efforts on attaining WFD objectives at specific water bodies to regulate excessive local water consumption. This perspective aligns with establishing efficiency goals in key sectors, including agriculture, industry, and urban water usage.
