Selection of Design Flood Events in Respect to Flood Control by Retention Basins

Abstract: Rivers are regulated not only for flood protection but frequently also to gain space for settlements, traffic roads and agricultural areas.This lead to heavy constrictions of the river courses, which have two important impacts in respect to flood protection: first the natural flood retention capacity is reduced and second all the civilisation facilities situated on these areas afterwards have to be protected against flood danger. A very important measure is the creation of artifical retention storage by flood retention basins. These reservoirs have to be dimensioned in a way, that the flood protection, which is intended as well as the stability of the dam constructions are guaranteed sufficiently. Since no absolute safety exists against natural disasters two essential questions arise, which are decisive for the dimensioning of flood retention basins: first the question of the degree of flood protection to aviod damages and second the question of safety against the failure of the barrage.To pursue these questions this contribution deals with the selection of design flood events on the one hand for the dimensioning of the retention storage and on the other hand for the dimensioning of the spillway.
