Abstract: The-13/3 power law was proved to be valid for a viscous subrange by measuring turbulence accurately with some new measuring techniques. The unique relationship between the spectral constants of -5/3 and -13/3 power laws was obtained. The assumption of local isotropy of turbulence was experimentally confirmed to be valid over the inertial and viscous subranges.
