Study on Joint Flood Control Operation of Cascade Reservoirs in the Lower Reaches of Jinsha River and the Three Gorges Reservoir

Abstract: The Xiluodu and Xiangjiaba cascade reservoirs in the lower reaches of Jinsha River are the two lowest levels of cascade development in the main stream of Jinsha River and are important projects in the flood control system of Changjiang River. In particular, The Three Gorges Reservoir (TGR) is a key backbone project in the flood control system of the middle and lower reaches of Changjiang River, and it is the most effective measure to alleviate the flood threat in the middle and lower reaches of the Changjiang River and prevent the occurrence of devastating disasters. Therefore, it is necessary to study the joint flood operation of cascade reservoir in the lower reaches of Jinsha River and TGR for flood control safety of the Changjiang River basin. This paper firstly clarifies the multi-area cooperative flood control functions of Xiluodu and Xiangjiaba cascades in the lower reaches of the Jinsha River, which are not only for Yibin, Luzhou and Chongqing cities in the Chuanjiang River, but also for the mid-lower reaches of the Changjiang River with TGR. Secondly, according to the designed flood control reservoir capacities of Xiluodu and Xiangjiaba Reservoirs, with consideration on the flood control priorities on Chuanjiang River and the mid-lower Changjiang River, the allocation plan of flood control capacity for cascade reservoirs in the lower reaches of Jinsha River is determined. Finally, the flood retaining impact of the upstream reservoirs on the flood entering TGR is analyzed. By dividing the storage space capacity of Xiluodu and Xiangjiaba Reservoirs, the scientific, reasonable and feasible optimal operation mode of cascade reservoirs in the lower reaches of Jinsha Rive coordination with TGR combined flood control is put forward, which can further enhance the flood compensation control water level, which can effectively reduce the flood control pressure in the middle and lower reaches of Changjiang River.
