A Flood Plain Management Model in China

Abstract: A flood management model was designed and implemented for a ri ver in China. The model has three phases: runoff forecasting, main chan- nel routing and decisional process. The runoff forecast applies constraint linear hydrographs. The ordinates of the hydrographs are calibrated on 8 years of six-hourly hydrological data. The channel routing is computed using a parabolic di ffusivity model with dynamically up-dated parameters. The routing is followed by the back water profile computation. The discharge into the lateral flood areas com patible with the river level is computed i teratively. The aim of the decisional process is to guarantee the target levels at the control section causing the least damage of flooding the lateral areas. Branch and bound algorithm is applied for finding the optimal solution. The objective function is given as the weighted sum of the flooded areas.
