Proposal for the Evacuation Difficulty MAP During Inundation

Abstract: Inundation caused by urban development and frequent localized heavy rainfall is a significant concern. When evacuation is unavoidable and people must move through flooded areas, assessing the risk based on conditions is crucial. It is important to evaluate the risk considering flooding situations. This study develops a risk indicator composed of the specific force per unit width and distance from any point to the evacuation site. Results reveal that sudden changes in the specific force per unit width can significantly heighten evacuation risks. The findings provided new insights for risk assessment during floods and highlight considerations for community planning in flood prevention.
