Abstract:
Water is a strategic economic resource and a controlling ecological element. It is essential for human survival and socio-economic development. This is well understood within the international community. The world is currently faced with a range of increasingly severe water security challenges, including frequent water disasters, water scarcity, water pollution, and water ecosystem degradation. Achieving the water-related goals of the 2030 Agenda for Sustainable Development remains a formidable task1. With the intensification of climate change and human activities, addressing water security challenges has become a major issue faced by all countries. Its role in accelerating the achievement of the global sustainable development goals has become increasingly prominent. However, traditional water management approaches are no longer sufficient to tackle the increasingly complex water issues, making reforms imperative.
