The Impact of Flood-Detention Basin on Flood Propagation in the Huaihe River

Abstract: Flood-detention basin is a unique hydraulic facility in the Huaihe River, which has both flood storage and flood detention functions. In the upper reach of the Huaihe River, it can be used as a reservoir to reduce peak discharge. On the other hand, it can expand the flooding cross section to accelerate discharge. It is estimated that there are 17 flood-detention basins along the Huaihe River. From 1950 to 2007, the flood-detention basins have been used more than 140 times. Hence, a comprehensive analysis of the flood-detention basins of the Huaihe River is necessary. In the present study, both one-dimensional hydrodynamic model for the middle reach of the Huaihe River and two-dimensional hydrodynamic model for the Dongfeng Lake flood-detention basin was developed. By using the typical annual flood in 2003, the stages of flood-detention, flood-storage and flood-emptying have been studied. The impact of various stages of flood-detention on flood propagation has been discussed. It was found that the initial stage of the usage of flood-detention basin can efficiently reduce the flood level. Also, during the flood detention stage, the flood-detention basin has a significant impact on the upstream river reach.
