Abstract: Integrated water resources management has long been echoed to obtain efficient and effective water resources management. Spatial and time integration is essential as water resources in one river area are highly dependent on one hydrological cycle from upstream to downstream. Recently, the issue concerning the economic value of water resources has led to widespread debate, because the group that views water as public good feels gets less priority by groups who view water as an economic good. Similarly, the environmental value of water resources becomes neglected, since the management of water resources that are environmentally sound requires effort with a lot of financial support. Water resources management institutions within a single river basin are essential to maintain the integrity of management from upstream to downstream areas, since water conservation, water utilization, water damaging and operation maintenance, should consider the three water values, social, economic and environmental values. Considering the management of water resources in a single river area is very costly, there is a desire to form a state-owned enterprise institution, which is essentially an institution with an orientation of financial gain. But the financial capacity of users of water resources in Indonesia is still low, even some beneficiaries are still categorized as poor, then water should be categorized as public goods. For that matter, the appropriate institution is the public institution / government. The selection of appropriate institutions for a river basin is determined by the important of social value or economic value in a river basin.
