Abstract: The Progressive Adaptive Approach adopted by Civil Engineering and Development Department (CEDD) of the Hong Kong Special Administrative Government provides a flexible and adaptive approach for addressing the uncertainty of climate change, including the impacts such as sea level rise and storm surge increase, for enhanced protection to coastal infrastructure. Recognizing uncertainties in climate change projections, this approach emphasizes phased implementation, ongoing monitoring, and risk-based adjustments to ensure infrastructure remains resilient over time. By avoiding overdesign and allowing for incremental updates, it duly takes into account of various factors including cost-effectiveness, social impacts, operation requirements, and long-term adaptability. As part of this initiative, the Port Works Design Manual (PWDM) has been updated to include new design allowances for sea level rise, storm surges increase, and wave effect based on the latest climate change projection data. The PWDM delineates flexible and adaptive designs that accommodate a range of greenhouse gas (GHG) emissions scenarios, along with regular reviews to refine parameters as conditions evolve. By integrating the Progressive Adaptive Approach into the PWDM, CEDD ensures Hong Kong’s coastal infrastructure is prepared to meet immediate risks while remaining adaptable to future climate challenges.
