Abstract: A statistical partial average scheme is proposed in this paper for the purpose of extracting first-order statistical information from turbulent fluctuations. As the ensemble average is taken on two groups of fluctuations separately, the mean characteristics of turbulent fluctuations are attained, for the first time, as the most valuable information about turbulence. This information serves as the basis of modeling of correlation terms by physical descriptions of orthotropic turbulence and a momentum flux through various flow fields with descending scales. It eventually leads to a complete set of equations of incompressible turbulent flow without any empirical coefficients. The same set of equations is employed in simulating several benchmark turbulent flows to demonstrate the merit of the present theory.
