Abstract: Recently culvert safety evaluation has always adopted the conventional experienced methods in which the evaluation indexes were only in qualitative analysis and the weight of the indexes could not be measured reasonably. Based on the characteristics of fuzziness and uncertainty of relevant factors, the research object, evaluation index and normalized value were integrated into one unit according to the idea of matter element. And the game theory was applied to determine the mixed index weight of AHP and entropy weight method. Thus, the fuzzy extension model of large culvert safety assessment was finally established. A certain cross-levee box culvert in Huaihe Basin was assessed with this model and the results was conformed to the real situation. It shows that the model can describe the safety condition of culverts dynamically and quantitatively. And it also can be used in the safety evaluation of other hydraulic structures.
